The ‘Segregation of Duties Conflicts’ and the ‘Segregation of Duties Unresolved Conflicts’ forms provide similar views of current SOD conflicts but the unresolved page obviously will just show the SOD conflicts you have not provided any resolution for while the normal conflicts page will show all user SOD conflicts. Segregation of duties conflicts is a feature of Dynamics 365 Finance that helps you evaluate the current security roles to ensure compliance. It allows you to identify and resolve potential conflicts of interest that might arise when users are assigned to multiple security roles
The option to validate duties and roles is available in the Segregation of duties rules. D should be correct. You would also not be able to validate if you haven't got any rules set up. The question is worded quite misleadingly if C is to be the correct answer...
Kindly correct the option chosen. D is the correct option not C "Go to System administration > Security > Segregation of duties > Segregation of duties rules.
You should use "Validate duties and roles" found in "Segregation of duties rules" hence D is correct

"Segregation of duties conflicts" should not be confused with "Segregation of duties unresolved conflicts"
It is D according the link above. "Verify that existing roles and duties comply with new rules for segregation of duties...Go to System administration > Security > Segregation of duties > Segregation of duties rules."
Segregation of duties conflicts is only the page for review all the overriden roles: "If you override a conflict, you must enter a reason in the Reason for override field. All overridden role assignments can be viewed on the Segregation of duties conflicts page."
Should be true. I found this:
Verify that user role assignments comply with new rules for segregation of duties
Go to System administration > Security > Segregation of duties > Verify compliance of user-role assignments.
Select OK. A notification displays the results of the validation. Conflicts are logged on the Segregation of duties unresolved conflicts page.

It says : Compliance with the rules for segregation of duties is not verified when you create a rule.You can create a rule that creates a conflict for existing roles. Hence, C must be the correct answer.
