C is correct, I just confirmed in a VM. Domain admins and ANY LOCAL user are able to configure the custom Visual Effects performance settings. I Explain: if a normal user try using Control Panel or Settings App it will be prompted with admin credentials, BUT if you simply click Start and type: SystemPropertiesPerformance.exe it will open and you will be able to change settings.

When I tested User 12 in Power users and tried to run SystemPropertiesPerformance.exe it prompted me for a admin credentials.
I agree with you. Power Users and Device Owners cannot do very much:
