The correct sequence would be 1.1.2, where: 1 represents the highest level entity (States) 1 represents the attribute (Cities) dependent on the first entity (States) 2 represents the attribute (Postal codes) dependent on the second entity (Cities)

Since cities are dependent on states, they should be in the second sequence (2.x.x), and since postal codes are dependent on cities, they should be in the third sequence (3.x.x). Therefore, the correct sequence for cities is 2.1.1. The numbering within each sequence (the .x.x part) is used to order entities within that sequence that can be loaded in parallel. Since there’s only one entity in each sequence in this scenario, we use .1.1 for each.

Cities should be sequenced after states but before postal codes as they depend on the state they belong to. Therefore, the correct sequence should be 2.1.1 - but 1.1.2 is fine if states are made 1.1.1.
