Does anyone think if 1, 3, 2 is also correct? I just thought Phone System license can be also applied to the user after migration.

3,2,1 is the correct answer, you assign voice routing policy during the staging phase before migrating the user using cs-move command

I believe its 3,1,2. first move-csuser to teams and the you can give voice routing policies not the other way around.
