This question is asking you to isolate the connection to manage Azure AD to your on premise computers. This is done via Conditional access to allow access to Azure AD only on a specified network. Answer is B

Conditional Access -> Conditions -> Locations Here you can allow IPs of on-prem to manage azure portal. B is right ans.

But with conditional access you would no be able to access the portal from other parts, it only says manage the tenant from onprem....... Can you configure conditional access only to manage the tenant?
