You cant use premium stroage on a cluster witness - and also access keys required not stated that this is an HCI cluster https://learn.microsoft.com/en-us/windows-server/failover-clustering/deploy-cloud-witness

Use Standard storage. Azure Premium Storage is not supported. https://learn.microsoft.com/en-us/azure/azure-sql/virtual-machines/windows/hadr-cluster-quorum-configure-how-to?view=azuresql&tabs=powershell
