I think while Azure Logic Apps is also technically a correct answer, it's not the most appropriate answer since this is PL-900 which doesn't focus on Azure. Azure Logic Apps also has a lot of capability for hands on code. When viewing the answers through then lens of 'most appropriate' or 'best' answer in the context of the Power Platform, Power Automate rises to the top. But, you're not wrong, technically speaking.
