Old question, but C is the best answer. MDM and MAM are not under Azure portal anymore. You have to go to Endpoint > Devices > Enroll devices | Windows enrollment > Automatic Enrollment.

it says : Azure active directory and not Azure !! and you have Mobility (MDM and MAM) link in AAD
