User1 - Group A, ESR enabled. Group 1 devices - 1 and 2 (device 3 is personally owned) User 2 - Group B, ESR not enabled.

I thought Group 1 Also applied to Device 3 User 1- 1,2,3 User 2 No Devies Someone explain why 3 wouldn't be included in neither to Mods Answer or in the comments.

I could only agree with this answer thinking that User1 is in GroupA, then using Enterprise State Roaming and not the Sync your settings feature. User2 is an Azure AD joined device local administrator not included in the ESR. So he "could" use Sync your settings. But the documentation says: When Sync settings is turned on, Windows syncs the settings you choose across all your Windows 10 devices that you've signed in to with your Microsoft account. To stop syncing your settings and remove them from the cloud, turn off synced settings on all the devices connected to your Microsoft account. I don't see Microsoft Accounts in this case. Also, the "Sync your settings" option is greyed out for all domain users, even if the domain user has connected a Microsoft account for other apps (e-mail, calendar, store, etc.).
