I think C is not correct. The premise is ... users from the Internet can access the websites by using HTTPS only Since On C select Enable HTTP to HTTPS redirection, users can access the websites by using HTTP.

No it will be redirect to https.which force user to use https.

Thank you for your indication. I understood http redirection and correct answer is CE. Even if a user attempts to access web application with http, after http redirection, connection with https will be established and a user could see the http URL he specified has changed to https URL.
