Remove any setting for VHDLocations
You're correct in that the answer is B, but you're not right in saying "there's no right answer".
Removing VHDLocations is part of the process and happens before creating CCDLocations. The fact that creating the CCDLocations is not listed as an answer does not mean there is no "correct" answer. They're not asking you for *all* of the steps in configuring Cloud Cache.
B. Remove VHDLocations entries from the Windows registry
This step is necessary to ensure that Cloud Cache can manage the profile container locations effectively.
