Right from the Microsoft Learn module for MS-700 course "Plan for Teams licensing": Communication Credits provide a monthly pool of minutes that can also be used for PSTN phone calls, if all your Calling Plan minutes get used before the beginning of the next month. If you want toll-free numbers for Audio Conferencing, auto attendants, or call queues, you'll need to set up Communications Credits.

A&D If you want to use toll-free numbers with Microsoft Teams, you need to set up Communications Credits. Microsoft recommends that you set up Communications Credits for your Microsoft Teams Calling Plan (Domestic, International, or Pay-As-You-Go) and Audio Conferencing users who need to dial out to any destination. Some destinations may not be included in your Calling Plans or Audio Conferencing subscriptions. Previously, a Teams Phone Resource Account license (once known as a Virtual user license) was only required when assigning a phone number to a resource account. Microsoft 365 Phone System - Virtual User license is now the resource account - it's only used for auto attendants and call queues. It doesn't apply to this scenario.

To learn which licenses you need to buy for Audio Conferencing and how much they will cost, see Microsoft Teams add-on licensing. Note Audio Conferencing is included in Office 365 Enterprise E5 licenses and as an add-on. After you buy the Audio Conferencing licenses, you will need to assign them to those people in your organization who are going to schedule or lead meetings. See Assign licenses to users in Microsoft 365 or Office 365 for business you purchased to the people in your organization who are going to schedule or lead meetings. We also recommend that you assign Communications Credits licenses (they don’t cost anything) to the same people you assigned licenses to in the previous step. "A" and "D" seems correct in that case. With "Audio Conferencing" you are able to dial in to conference numbers, but even it is toll free here you should assign "Communication Credits" so that outgoing calls can be paid by the pool of credits.

The question is not asking about hypothetical outgoing calls...the question is what is the bare minimum to accomplish being able to call a toll free number. IMHO I think it is B&D.
