Data Lake Gen 2 is based on Blob storage; as this is not specified in the question, the answer remains No.

As Azure Data Lake is based on Azure storage (blob in particular), it is subject to the same SLA at 99.9% and the same range of replication options such as LRS, RA-GRS, etc. I think correct answer should be YES.

But has to be able to replicate to on premises storage which I don't believe is possible with Data Lake

Data Lake needs ingestion of biodata and hence the replication from on-prem is not applicable.
