D. one app per Team: might be tempting but then you have the maintenance supervisor team, and the contracts team and then i realized: 'teams of employee' is not very specific. you can have teams unbounded of internal organisational structures such as task force teams, project teams.
This question is about picking the one which is not as wrong as all the others are. not about the right one. I go for A.

I dont want to make an assumption that there are only 2 teams, which if there WERE and only managers were in one and IT in the other then A = C, but since I dont know how many teams there are under IT People and Under Managers A != C so A
