It gives a correct explanation but highlights the wrong answer, it should be B as explained below.

Yes, B is the correct answer. This exam is STILL current until Summer, 2022. Expect to see a very different exam next time. Hopefully, Exam Topics cleans up answers like these. At roughly one per page, I'm seeing a 10% incorrect rate.

Hyper V (B) is correct. WDS is for deployment of what needs deploying.

why install WDS to then install an OS which has Hyper-V to then install the two virtual machines? I see this alot! WDS has no value unless you are in an Enterprise company with thousands of devices which need images installed seamlessly.
