MDM and financial global reporting can be implemented in the central data repository in the cloud. MDM can be redistributed to on-prem factory remote operations and data from on prem can be reintegrated on a periodic basis with center data repository

I would have said "No" cause I think the solution is not enough and even data must be located on-premise. If you lose connectivity to your data, how can you work ?? Not possible
