The answer is correct when attempted on a non Windows server machine. It gives me the option to select a specific group to which I can apply a GPO using Group Policy Object Editor. There even is an option for "Non-Administrators". But when I try the same on my windows server, I don't get this option. I currently don't have time to try a non-domain joined Server so I'll try later and get back to you.

Follow up. Just tested this on a VM with a non-domain joined server OS and I have the option. I don't know why I don't on my physical server. For what it's worth, the physical server is running Windows Server 2019 Datacenter whereas the VM is running 2016 Datacenter, so maybe it's just a 2019 thing. I'll need to spin up another VM with server 2019 to confirm that. Not making any promises though! Either way, the answer is correct

Alright I solved the riddle. I setup a VM with 2019 again and checked If i have the option and i do, so Server 2019 isn't the issue. I then domain joined it to see if that makes a difference and it doesn't, i still have the option. Finally I promoted it to a DC and now the option doesn't exist anymore. So I guess the answer is correct as long as it's not a DC(which it isn't since it makes no mention of such thing)
