In the field this was a persistent issue. The solution would be to restart the service and if this didn't work then remove anything that might be clogging up the queue and then restart the service. The print services were almost never in a stopped or not started state.
The answer that they are looking for here is C.
A is not because the status could be in any of those states including running and you would STILL have to reset the service regardless.

Agree with (Icekowedd) why everyone assumed the print spooler service is not started at all?! the question says users report they are unable to print! ??? i know the question is vague but the correct answer is C tho.
Correct answer should be ‘A’. Only if it is not running, them you would restart the print spoiler. How can you restart the print spoiler if it is not running??? You would have to start it first. These would be the most logical steps.
