This on of these very badly written question. The only thing in the list required for a VM to be created is : Answer A - Virtual Network
All of the other are valid additional resources - but a VM can be created and accessed (internally) without them.
A VNet is used to provide DHCP and Security Group services to the VM. Without it a VM couldn't obtain an IP Address. It is not possible to create an Azure VM without a vnet.
This means that the existennce of a vnet is a Sine qua non condition for the creation of a VM
A.

It can be answer a and D aswell.
So what answer should we choose on the exam?

Public IP Address: If the VM needs to be accessible from the internet, a public IP address will be required.
I think this problem statement is not good....

We do not have to add a public IP address, but you must add a virtual network.
Answers are; a virtual network gateway
The virtual network gateway needs to be located in a dedicated subnet in the Azure virtual network. This dedicated subnet is known as a gateway subnet and must be named GatewaySubnet. Note: a virtual network (answer D) is also required.
Exactly - you don't need "additional" vnet to add a VM....what were they smoking? But you do need a network to...well...do pretty much anything? But not a new one.
