After reading this: https://learn.microsoft.com/en-us/microsoft-365/compliance/dlp-policy-reference?view=o365-worldwide#the-priority-by-which-rules-are-processed I do believe that you will need D+B. D - to ensure that Rule 2 runs before rule 1 B - to prevent other rules (that can be more restrictive) to be evaluated.

Would option A also show Tip2? As the question states that "a document that matches ALL the rules". I think A and D will work no?

Only one tip is shown, even if more than one rule applies. The tip from most restrictive rule with the highest priority that applies is shown.
