the question does not state if a user and admins needs to be blocked for removing the label. so if we asume only users: then B if users and admins: then A

It's A. Refer to this article; https://learn.microsoft.com/en-us/microsoft-365/compliance/records-management?view=o365-worldwide#compare-restrictions-for-what-actions-are-allowed-or-blocked Removing labels is blocked by both marking items as Records or Regulatory Records. However, consider the Important notification on this page; "The most important difference for a regulatory record is that after it is applied to content, nobody, not even a global administrator, can remove the label." It IS possible to remove a label from an item marked as a record, but requires the record to be Locked. For a regulatory record, it is - period - impossible to remove the label even if you are a gadmin. For this purpose A seems to be the more COMPLETE answer.

i think answer is good. a preservation lock you use for the policy. and here they ask about the label on the file

Disagree • A. Mark items as a regulatory record Configure Preservation Lock after you've created a retention policy, or a retention label policy that you publish and contains only labels that mark items as regulatory records. Preservation lock can not be set from policy it self in case of accident but items must be marked as regulatory. You must use PowerShell if you need to use Preservation Lock. Because administrators can't disable or delete a policy for retention after this lock is applied, enabling this feature is not available in the UI to safeguard against accidental configuration. https://docs.microsoft.com/en-us/microsoft-365/compliance/retention-preservation-lock?view=o365-worldwide
