C is the correct answer, because if it's a KPI it will be displayed in a separate column in the pivot table not directly in the sales column it self

Yes, C is undoubtedly the correct answer, but the main and decisive reason for choosing C and not B is because you always need a measure (i.e. an explicit measure) to create a KPI. This pivot table is built upon the "Sales" column from the table of data. This is evident because Power Pivot creates an implicit measure "Sum of Sales" which happens to be the header of the value column). Only conditional formatting can be used in this scenario.

Select the column (all the associated rows) > Home tab > Conditional Formatting> Icon Sets and pick Shapes. The colors are implicitly assigned based on the existing values of the data set but if you want to configure specific numbers then click on more rules under Icon Sets. No need of KPI.

It is C. If you create a Measure, you have an additional column for this measure. Here we ony got one column

Tested c works, you go to conditional formating, you choose the icons and edit the rule putting the numbers we have there it really works, green or max greater or equal to 2000000 and orange greater or equal to 1000000

I think conditional formatting is the best option. Since its mentioned "icon", else they would just mention KPI or unichar/unicode character.

I also think it's B. You need KPI for this specific icon. Conditional formatting formats the whole cells based on a threshold.
