I think Target 3 should be ClientCredentials = 'Ntlm'

According the documentation is ClientCredentialType = "NTLM", see link: https://docs.microsoft.com/en-us/dotnet/framework/configure-apps/file-schema/wcf/transport-of-nettcpbinding

The third one should be ClientCredetialtype = "Ntlm"
