C seems to be logical answer. Based on MS article: https://learn.microsoft.com/en-us/azure/active-directory/hybrid/connect/plan-connect-topologies. Having more than one Azure AD Connect sync server connected to a single Azure AD tenant is not supported. The exception is the use of a staging server.

According to ARTICLE1, Azure AD Connect cloud sync can be used for connecting multiple disconnected on-premises AD forests. However, since you are already using Azure AD Connect for the existing contoso.com domain, it would be more straightforward and consistent to continue using Azure AD Connect for the newly acquired litwareinc.com domain. There is no specific limit on the number of active instances of Azure AD Connect you can have. However, each Azure AD Connect instance can only sync with one Azure Active Directory (Azure AD) tenant. In scenarios where you have multiple on-premises Active Directory forests, you can use one Azure AD Connect instance to sync all the forests to a single Azure AD tenant, or you can set up multiple instances of Azure AD Connect, each syncing a separate forest with a separate Azure AD tenant.

This makes no sense to me. If you want to sync a second on-prem AD Domain you need to establish a trust and then modify the existing Azure AD Connect Settings to include the second on-prem AD Domain. you can only have one AD Connect instance per tenant. https://www.smikar.com/second-domain-using-ad-connect/

Since you cannot add a second AAD-Connect Instance, you have to use AAD Cloud Sync in this scenario - therefore Option C (provisioning agent) is correct
