The answer is A. Disable folder sharing Because in the question they ask what to do FIRST, for security reasons you need to disable file sharing first in order to prevent those who don't have permissions from entering it, just like when you have a virus on your computer in the network you unplug the network cable first before running a scan.

If you disable folder sharing those who need access to the files that need / you allow to have access to the files wont be able to where as if you disable inheritance it allows you to make it so the people you don't want to have access to the files/folder so they cannot see it.

No, you block inheritance on the sub folder to prevent the permissions applied to the parent folder from propagating down to it.

The question doesn't specify which folder to perform the action on. I will go with Block Inheritance as none of the other options would perform the required function.
