Correct, the in the Security Portal (now M365 Defender) you can view role members but there is a link to the Azure portal to manage role assignments. Alternatively you can do it in the admin center and exchange admin center.

You can create custom roles within the Defender portal. The Defender portal lets you view who is assigned Azure AD roles, but links you through to Azure AD to actually manage membership.

This link clearly says it takes you to Azure AD to assign Security Admin role "In the side pane, select the Manage members in Azure AD link. This action takes you to Azure Active Directory (Azure AD), where you can view and manage your role assignments."

I have tested this in my tenant, now you can manage the Security Admin membership from the Defender/Security portal.

Surely the answer is yes - you can modify permissions / roles from both 365 defender or purview.
