All of those saying C is the correct answer - Nothing in this questions states this is using Direct Routing. Note that Emergency call routing policies apply only to Direct Routing--they do not apply to Calling Plans or Operator Connect.

Trunk translation rules also only apply to direct routing though, so by your logic it cant be A either.

unclear question as this could be achieved using A, B, or C... for me most elegant would be dialplan manipulation to remove 9. Same could be achieved using C and emergency dial mask. In case of Direct routing, I would say A is easiest as it does not require assignment of additional policies to users.
