Yes, you should create the mentioned DHCP policy which targets only non-domain-joined clients with "FQDN is Single Label", like "pc1" or "desktop1", with the following conditions and actions.

-1-Create DHCP policy for the DHCP clients are not domain-joined based on FQDN. -2-In the scope properties for the scope on DNS tab, check "Enable DNS dynamic updates according to the settings below" and check "Dynamically update DNS records only if requested by the DHCP.

The given answer is correct. This is an example of Name Squatting.
