User3 reports that he receives an error message when he selects the link to view the dashboard. User3 can view a dashboard that he has created.

C. Forwarding the email does not share the dashboard with User3. Sharing a Power BI dashboard with another user creates a unique sharing link that can be used to access the dashboard. The link is only valid for the user it was shared with and cannot be used by other users. If User2 forwarded the email containing the sharing link to User3, it will not work for User3. He needs to be explicitly shared by User1 to be able to view the dashboard.

A. User3 is running an out-of-date version of Power BI and must upgrade to a newer version. This is unlikely to be the issue, as long as User3 has the latest version of Power BI Desktop or Power BI service (web version) and has a Power BI Pro or Power BI Premium license, he should be able to view the dashboard. B. User2 is signed in to the dashboard and must sign out before User3 can sign in. This is also unlikely to be the issue, as long as User2 is not actively using the dashboard, User3 should be able to view it. D. User1 is signed in using the wrong organizational account for Power BI. This is also unlikely to be the issue, as long as User1 has the right permissions to share the dashboard, User3 should be able to view it, regardless of the account User1 is using.
