Given answers are correct: Only users who hold a Global Administrator, Compliance Manager Administration, or Compliance Manager Assessor role can create and modify assessments. https://learn.microsoft.com/en-us/microsoft-365/compliance/compliance-manager-assessments?view=o365-worldwide

compliance manager administrator/assessor and contributor can create assessments. See description of roles in Purview portal. Although the answer is correct, the reason why no.1 failed is because obviously AAD role compliance admin doesn't have permissions no.2 HIPA/HITECH (Intune) product and category is already in use/created. You can't create another one for the same category and product. If you try and create that assessment, you get Unable to create assessment. Please try again after some time. If issue persists, please contact your global administrator. no.3 you can create HIPA assessment for Office365 as that's avaialble. Role Descriptions: Compliance Manager Assessor: Create assessments, implement improvement actions, and update test status for improvement actions. Compliance manager Contributors: Create assessments and perform work to implement improvement actions.

Agree with the given answers except for the first box.
