For me is OK Box1: 14 days Box2: Purchase capacity (https://learn.microsoft.com/en-us/power-platform/admin/recover-environment) Available storage capacity might be required in order to successfully recover an environment depending on the type of environment being recovered. For information on viewing your current storage capacity, see Microsoft Dataverse storage capacity.

The answer is add capacity because of this: "Provisioning environments is based on database capacity. Previously, it was two environments per Power Apps Plan 2 license. Now all you need is 1GB of available capacity to provision. All environments with or without Dataverse will consume at least 1GB capacity." https://learn.microsoft.com/en-us/power-platform/admin/create-environment You need to have enough capacity to have active environments, but you can create/activate environments on trial licenses. So capacity is the appropriate answer.

14 days is correct. But the thing to do can be both.. Buy licenses or add capacity. This is a strange question, as both seems to be possible. But purchase license seems to be the best answer then. Anytime prior to the environment deletion you can purchase licenses. Be sure to purchase enough licenses and/or capacity to cover all the production environments in your tenant.
