i disagree. it doesnt expressly say that user1 is a new user, thus he is an existing user. only user2 is a new user.

I think the given answer is correct: What other users are saying about: "Allow sharing only with guests who are already in your directory. These guests may exist in your directory because they previously accepted sharing invitations or because they were manually added, such as through Azure B2B collaboration. (To see the guests in your organization, go to the Guests page in the Microsoft 365 admin center)." Is correct, however, if you add the user as a guest user in the tenant and than create the link. The user will already be member of the tenant. If you first create the link, than add the user to your tenant, the user will not be able to access the link. I imagine they compare the link date with the user account creation date.

These guests may exist in your directory because they previously accepted sharing invitations or because they were manually added, such as through Azure B2B collaboration. Given answer is wrong. I just tested it and a newly made guest user in my tenant with the allowed domain still could not be sent the onedrive doc.

to elaborate it says EXISTING USERS ONLY in the onedrive setting. A new user even in the whitelisted tenant won't be allowed.

I also think that given answer is correct. User2 is newly invited to the tenant, so after accepting the invitation, the user is an "existing" external account and thus link can be created for the user. However User2 must be invited upfront by a User Administrator or Global Admin. The OneDrive setting shown in the exhibit prevents the owner of the onedrive to invite users automatically by just creating a share link to a file or folder.
