I guess this is because the Microsoft Excel workbook is in your personal computer?

My Thoughts - Dashboards you can just create in Power Bi Services (Online) - This means Power BI Desktop was already installed as well as report supscriptions were already made Based on that assumptions at least what was working on my test: - Download ad install an on-premises data gateway (Personal Mode), as this is the only gateway you can choose based on the task given option - Configure the Gateway Connections settings for the dataset - Configure the Schedule Refresh settings for the dataset

its tough to decide between gateway vs gateway personal, even though it's excel but we dont' put anything on our local machine, it should be on some shared drive and must be able to accessible both excel and gateway by whole team.

If you read this page: https://docs.microsoft.com/en-us/power-bi/connect-data/refresh-scheduled-refresh ... It says towards the bottom "Certain datasets are supported against different gateways for scheduled refresh. Here is a reference to understand what is available." And then it explicitly lists Excel and the Personal Gateway as "compatible". This is the best I can come up with.

The question indirectly implies that the Excel workbook is on an on-premise source. A local Excel workbook is imported. There is no DirectQuery option. Hence it cannot be refreshed. for Import: Minimum refresh interval: N/A https://docs.microsoft.com/en-us/power-bi/create-reports/desktop-automatic-page-refresh Capacity admin override: N/A

The question states from Power BI you create a dashboard, from my understanding you create Reports in Power BI Desktop and DashBoards in the online service portal. One has to assume the workbook that the desktop report was created or accessed on you local machine so in order for the service to refresh your live report it needs a gateway to be setup that links from the server to the machine the workbook relies on, it is a bit of miss leading question as whether personal or professional I don't think it really matters you just need a gateway and then tell the service how often to refresh it.

I just don't understand why it has to be a gateway in personal mode.
