Question asks for two actions, each being a complete solution. Should be D and E. D (correct) which gives him policy 2 that has the ability to recover deleted emails OR C which modifies Policy 1 (he's currently a member of it). Modify the policy to allow recovering deleted items.

agreed; D and E would each fulfill this request a third option not listed is remove the user from Policy 1 so he receives the default policy which also has the recover deleted items permission
