I do not understand if the correct answer is Replace or Dynamic Delivery. It appears the the 'Replace' option will be deprecated. https://learn.microsoft.com/en-us/microsoft-365/security/office-365-security/safe-attachments?view=o365-worldwide#safe-attachments-policy-settings

I will go for Dynamic Delivery. If the attachment does have malware, it will not be delivered.
