The link Marty provided says the solution is "Making the .adml files available for the language queried for in the correct folder solves the problem." Does that mean the answer is D - copy an ADML file to the central store?

Looks like a missing ADML file is to blame https://support.microsoft.com/en-us/help/2688272/wrong-error-message-for-missing-adml-files
