A would be correct. The question does not say anything about assigning the existing telephone numbers to the users. It just asks if placing an order for numbers would satisfy being able to assign numbers to those users.

B is correct there's another version of this question on the exam and the solution says: Solution: From the Microsoft Teams admin center, you create a new port order. Therefore any other solution is wrong. thats my 2 cents

Question said new users already have DID and migrated to teams, so I think should be put port order to transfer numbers from old service provider to Microsoft. Answer is B
