Power BI is not correct. Alerts referred to in this video apply only to threshold-type rules on Single number, KPI or Gauge tiles. e.g we've hit $20,000 in sales. Maybe Power Automate will work for what the question asks for. But reviewing the video in the link https://learn.microsoft.com/en-us/power-bi/create-reports/service-set-data-alerts Power BI is clearly an option to answer the requirement.

While Power BI can alert you if a threshold is breached I don't believe it can include the new sales orders in that alert. Power Automate can trigger from a business event such as a new sales order then send the details of that order to the Warehouse Operations manager.
