answer is both are user 1 and 3 only When Computer1 starts up in Advanced startup mode, the operating system loads a minimal set of drivers and services, which allows for troubleshooting and repairing the computer. At this point, the computer is not fully operational, and some administrative tasks can only be performed by members of the local Administrators group or the domain-level Administrators group. User1 is a member of the Domain Admins group, which has administrative privileges over all computers in the domain, including Computer1. This means that User1 can perform administrative tasks, such as restoring a system restore point, when the computer is in Advanced startup mode. So User1 can restore RP1 on Computer1 while Windows is running or if Computer1 restarts by using Advanced startup.

Q1: User1 and User 3 only. (users must be a member of the Administrators group to restore system state.) Q2. User 3 only. (Only Local Administrator accounts can login to Advanced startup -> System Restore section. Domain Admin accounts will not be listed)

Q1. Only 1 and 3 since Backup Operators can not do this.(tested in a lab environment) Can confirm this is correct.

I believe there is a typo because all four users won’t be used to restore the system through advanced startup. There is no need for that. Also, if you desire to restart the system through advanced startup mode, you can, through all four users.

I've done a test with my lab, W10 full updated. You can start the "Adavanced start" but then, during the process, you will be forced to choose an admin account. The question is about who can restore the RP1 and not start the process. I'm agree with DestinysPower. The answers are both User 1 and User 3.
