I think #3 should be a managed solution. Generally speaking, managed solutions are the standard for production environments, unmanaged are used for DEV environments, because that is where you want to be applying your changes and updates.
I would say:
- first answer: "Clone a patch", we have to see the "upgrade" word as an amendment or update in the flow. "A patch contains changes to the parent solution, such as adding or editing components and assets. You don’t have to include the parent’s components unless you plan to edit them."
- Second answer: " Clone a solution" taking into consideration the same link "A cloned solution represents a replacement of the base solution when it’s installed on the target system as a managed solution. Typically, you use a cloned solution to ship a major update to the preceding solution."
- Third answer: Import as managed as the users have mentioned.
- Fourth answer: Upgrade
I agree with charles879987 and the documentation that the clone a solution and the clone a patch are not recommended, but it does not mean that are prohibited to use them.
If you are taking their questions as if its what would you do from an ALM perspective, then 1 and 2 are clone a patch and clone a solution. But it depends on the meaning. If I said to dev, to update just that one flow in Dev, it would be a Clone a patch, if I said did we RELEASE the updated flow to production, it would be Export as managed solution
And no you would not export an unmanaged solution and you would not import one from dev into production ever. Can you ? Sure, is it ever proper no.. its like its never proper to make a change to a managed solution in prod, for it to then create an unmanaged layered solution that will wreak havoc on you later.
Upgrade a single cloud flow from a solution: A. Clone a patch
This involves making incremental updates to the cloud flow without altering the entire solution.
Release a new major version of a solution: B. Clone a solution
This consolidates all patches and the original solution components into a new version for deployment.
Sync solution components between DEV and PROD environments: C. Import as unmanaged solution
This allows for ongoing modifications and customizations in the development environment before syncing with production.
Overwrite a solution in a production environment: D. Upgrade
This replaces the older version with a newer one, typically in production environments.
You would not put an unmanaged solution in production and that has no bearing on updating in Dev. You would import as a managed solution in production and continue to change the unmanaged in Dev if you wanted
Upgrade a Single Cloud Flow: To upgrade a single cloud flow from a solution, you should Export as unmanaged solution. This allows you to make changes to the flow without affecting the original solution.
Release a New Major Version: When releasing a new major version of a solution, you should Clone a solution. This creates a copy of the solution that you can then modify and release as a new major version.
Synchronize Components: To synchronize solution components between development and production environments, the correct action is to Import as managed solution. This ensures that the components are consistent across both environments.

Using clone a patch and clone solution to update a solution isn't recommended because it limits team development and increases complexity when storing your solution in a source control system. For information about how to update a solution, see Update a solution.
The question isn't about releasing its about updating. You cannot "update" a flow with a managed solution. You can release a new version of it to another environment, with a managed solution.
So exporting the Solution for components you are supposed to update (meaning change), not update as in release to another environment. two different views of the words.
