I think #3 should be a managed solution. Generally speaking, managed solutions are the standard for production environments, unmanaged are used for DEV environments, because that is where you want to be applying your changes and updates.

I would say: - first answer: "Clone a patch", we have to see the "upgrade" word as an amendment or update in the flow. Hence, according to this link https://learn.microsoft.com/en-us/power-platform/alm/update-solutions-alm#create-solution-patches..... "A patch contains changes to the parent solution, such as adding or editing components and assets. You don’t have to include the parent’s components unless you plan to edit them." - Second answer: " Clone a solution" taking into consideration the same link "A cloned solution represents a replacement of the base solution when it’s installed on the target system as a managed solution. Typically, you use a cloned solution to ship a major update to the preceding solution." - Third answer: Import as managed as the users have mentioned. - Fourth answer: Upgrade I agree with charles879987 and the documentation that the clone a solution and the clone a patch are not recommended, but it does not mean that are prohibited to use them.

If you are taking their questions as if its what would you do from an ALM perspective, then 1 and 2 are clone a patch and clone a solution. But it depends on the meaning. If I said to dev, to update just that one flow in Dev, it would be a Clone a patch, if I said did we RELEASE the updated flow to production, it would be Export as managed solution And no you would not export an unmanaged solution and you would not import one from dev into production ever. Can you ? Sure, is it ever proper no.. its like its never proper to make a change to a managed solution in prod, for it to then create an unmanaged layered solution that will wreak havoc on you later.

You would not put an unmanaged solution in production and that has no bearing on updating in Dev. You would import as a managed solution in production and continue to change the unmanaged in Dev if you wanted

The question isn't about releasing its about updating. You cannot "update" a flow with a managed solution. You can release a new version of it to another environment, with a managed solution. So exporting the Solution for components you are supposed to update (meaning change), not update as in release to another environment. two different views of the words.
