Agree, When a conference room mailbox is already reserved for another meeting and a conflicting meeting request is sent, Exchange Online will automatically decline the conflicting meeting request if the AllRequestOutOfPolicy property for the room mailbox is set to True. In this case, since the conflicting meeting request is not being declined, the AllRequestOutOfPolicy property must be set to False. By doing this, you will ensure that any conflicting meeting requests sent to Conf1 will be automatically declined, preventing double booking of the room.
