It should be: - Select Open from LCS; - Enter the user's ID; - View the objects where the Missing permissions field displays the value Yes; - Add a reference to a role, duty, or privilege.

I don't see how they can say "Add a reference" as the first step. It isn't available until you have uploaded either from LCS or PC. I agree with the other replies.
