The question says "Coho already has servers for their business" so all servers in the answer are existing. To set the Domain Controller in the DMZ/Perimeter as a webserver is a extremly secure risk, so the only answer can be Application server.

D, separation of services would mean you would never have a DC run a web server.

Since this is a public facing Web Server it will be on a perimeter network. You do NOT put Domain Controllers in a DMZ or perimeter network. You also don't put your company data (SQL and File server) in the DMZ or perimeter. That only leaves the Application server. Chances are, the Application server doesn't contains any data. That would be tunnelled back to the SQL server across the DMZ to the protected internal network. I'm saying the Application Server based on this,

The answer would be C....Due to the company concerns of SECURITY and PERFORMANCE...the Domain Controller provides both options

It is C because same server can be used with different roles, here we can use same server as domain controller as well as web server.
