The provided explanation is entirely incorrect - it refers to Azure NSG's, which have nothing to do with this question. The following link explains all of the options in this question. from the link you provided you can add network traffic rules in app or vpn. so answer seems to be correct. -Restrict VPN connection to these apps: Disable (default) allows all apps to use the VPN connection. Enable restricts the VPN connection to the apps you enter (per-app VPN). Traffic rules for the apps you add are automatically added to the Network traffic rules for this VPN connection setting.
