"Only Admin2 must have access to new Office 365 service and feature updates before they are released to the company." So he should have Current Channel and others should have a older version. They will also be Review Monthly so cant do Monthly as it will not give Admin 2 enough time to test new features. Last option Semi-Annual is correct answer
