The Microsoft 365 admin center is a better choice, as you can get to the archive settings by selecting the user > clicking Mail > And below More actions select Edit Exchange Properties. Once in Exchange properties the archive can be enabled/disabled. I don’t see a clear way to that parameter in the compliance center?
