The command you should use is "Set-IRMConfiguration –JournalReportDecryptionEnabled $true". This command enables the decryption of all journaled emails in the journaling mailbox. The Office 365 Message Encryption (OME) allows you to encrypt the messages sent out of the organization, and the journaling feature allows you to keep a copy of all sent and received messages. By default, when OME and journaling are enabled, the journaled messages will be encrypted. In order to view the contents of those messages, you need to decrypt them. The Set-IRMConfiguration cmdlet is used to configure Information Rights Management (IRM) settings in Exchange Online and Exchange Server. By setting the JournalReportDecryptionEnabled parameter to $true, it ensures that all journaled emails are decrypted.
