Horrible question. Per MS, assigning the P2 license should apply the settings on the fly to the mailbox. No reason to manually configure the mailbox with any Set-Mailbox cmdlets. https://learn.microsoft.com/en-us/exchange/recipients-in-exchange-online/manage-user-mailboxes/mailbox-plans

It seems we can only select one answer while the question asks for two. The primary action to be done would be to upgrade the user's plan (C). Mailboxes with EXO plan 1 only have 50gb of quota for their primary mailbox (and online archive as well if enabled). Upgrading the user to a plan 2 (either standalone EXO P2 or E3/E5) should normally upgrade the user's mailbox to the new increased capacity. If the quota doesn't increase by itself like it should then B) would be needed to adjust the quota properties using Set-Mailbox (or from the EAC).

sometime mailbox quota is getting incresed with delay so after upgrading the licence you can run ps Set-Mailbox <affected user email> -ProhibitSendQuota 99GB -ProhibitSendReceiveQuota 100GB -IssueWarningQuota 98GB

"In Exchange Online, the quota value is determined by the subscriptions and licenses that administrators purchase and assign in the Microsoft 365 admin center. You can lower the quota value, but you can't exceed the maximum value that's allowed by the subscription or license.
