with NORECOVERY option, the db will be placed in RESTORING state, so while technically not offline, still inaccessible...

yes, second one is tricky. Technically its not OFFLINE (in terms of possible database states). But its inaccessible. If we are talking in SQL Server terms, then No (not offline).
