Finallly found this: https://learn.microsoft.com/en-us/microsoft-365/compliance/ediscovery-assign-permissions?view=o365-worldwide Organization Management ist the only RBAC role which allows bulk removal from data. Therefore Search And Purge role is needed and this role is only available in Organization Management as you can see in the table behind the link This role lets users perform bulk removal of data matching the criteria of a content search. For more information, see Search for and delete email messages in your organization.

The name of the role group in Compliance Center is eDiscovery Manager, but within this role group there are two subgroups: eDiscovery Manager and eDiscovery Administrator. Assuming that the question refers to the name of the "parent" role group, the answer is correct.

Members can also create and manage eDiscovery cases, add and remove members to a case, create and edit Content Searches associated with a case, and access case data in eDiscovery (Premium). The primary difference between an eDiscovery Manager and an eDiscovery Administrator is that an eDiscovery Administrator can access all cases that are listed on the eDiscovery cases page in the compliance portal. An eDiscovery manager can only access the cases they created or cases they are a member of. --> for this case eDiscovery Administrator Role is necessary, because text says that the admin should access core and advanced cases and not only the case he created or is applied to
